SOBRE LAS RELACIONES ESPAÑO/CHINA
Las relaciones entre España y China deben partir de ambas
partes tomen conciencia de que vivimos en un momento de la historia en el que
cada vez se hace mas evidente el fracaso de quienes han querido construir un
mundo unipolar sobre los principios y valores del capitalismo neoliberal,
sustentado en lo que podíamos considerar el eje del Atlantico Norte.
España y Europa tienen que tomar conciencia de que se esta
abriendo paso el desarrollo de un mundo en el que un eje Eurasiático, junto a
la emergencia de los llamados BRISCh, cobran la máxima importancia de cara a la
construcción de un mundo multipolar, en el que las relaciones entre Estados no
sean de dominio, sino de cooperación.
En este
sentido es imprescindible que la Unión Europea se plantee su futuro desde la
independencia, teniendo una voz propia en el concierto internacional. Desde la
defensa de esta independencia de la UE, es un error que la UE vea la iniciativa
de la Franja y la Ruta como un peligro y se entienda como una oportunidad, no
solo desde el punto de vista económico, sino también como una posibilidad de
recuperar unas relaciones entre Europa y Asia que en otros momentos de la
historia (cuando no se plantearon con una visión imperialista) dieron un gran
impulso al desarrollo de la humanidad.
Por lo tanto,
la iniciativa de la Franja y la Ruta, como ya hemos dicho, puede significar una
oportunidad de desarrollo social y económico para Europa que dejaría su
dependencia actual del marco del Atlántico Norte para abrirse al espacio
Euroasiático. En definitiva, el reto que tiene la UE es sumarse con pleno
protagonismo a una iniciativa que abre las puertas a una nueva etapa en el
desarrollo de la humanidad, dejando de jugar un papel secundario, de sumisión y
rompiendo con las fuerzas que pretenden mantener por la fuerza una etapa de la
humanidad que se encuentra en declive.
En esta situación la disyuntiva que nos tenemos que
plantear los pueblos europeos, y en concreto el Español, es si defendemos
activamente que las relaciones entre los Estados se sitúen en esta nueva
lógica, abriendo paso a la posibilidad de aprovechar el nuevo impulso que un
mundo mas abierto, mas diverso puede aportar a la economía, a la cultura, a las
relaciones sociales o por el contrario, nos situamos a la defensiva, fomentando
el enfrentamiento entre pueblos, en un camino que puede llevarnos a la
destrucción del planeta tal y como lo conocemos hoy.
En el caso de España, este nuevo marco, supone una gran
oportunidad, en la medida que seamos capaces de actuar de una manera libre, no
supeditada a intereses extranjeros, actuando en función de los intereses de la
mayoría del Pueblo y no supeditando nuestra política a los intereses de quienes
pretenden seguir manteniendo las riquezas del planeta en manos de una minoría.
Afortunadamente, han quedado atrás los
tiempos en los que se miraba a China desde una óptica colonial, como un
territorio donde hacer grandes negocios especulativos, el trabajo realizado por
la Embajada de China en España ha contribuido a una mejora constante de las
relaciones económicas, culturales y sociales entre China y España y sobre todo
a que se valore a la comunidad china en todas sus dimensiones, desde la económica
a la social y cultural.
Afortunadamente, los resultados de ese
trabajo diplomático, nos lleva a poder afirmar que hoy las relaciones
Chino-Españolas están en buen nivel
y sobre todo que están en condiciones de seguir creciendo, siempre que se
resuelvan algunas cuestiones que deben ser mejoradas.
En este sentido la iniciativa Una Franja y Una Ruta tiene
que entenderse
como una oportunidad para continuar avanzando en el acercamiento entres los dos
países y profundizar en el conocimiento de lo que realmente esta ocurriendo en
China, con el desarrollo la política de Reforma y Apertura que esta aplicando
con éxito el Presidente Xi Jinpig y el Partido Comunista de China.
En lo concreto es importante que nos
acerquemos a la iniciativa llamada de “Una
Franja y Una
Ruta”, en favor de la cooperación cultural, económica y social entre distintas
culturas, economías y realidades sociales, de manera que todos los pueblos
ganen.
Dicho esto, creo necesario señalar,
que la primera cuestión que hay que tener muy en cuenta, a la hora de
acercarnos a la cooperación con China, es partir del máximo respeto a su
integridad territorial y al derecho que tiene la Republica Popular de China
para organizar su estructura economía, institucional, su vida política, como
entiendan que mejor le interesa a su Pueblo, abandonar cualquier intento de
injerencia política, abandonando cualquier vestigio de pensamiento colonial.
Dejada esta cuestión clara, vengo a
plantear que es el momento de que el Gobierno, los Partidos Políticos y los agentes
sociales y económicos del Estado Español, entiendan la necesidad de recoger el
guante que desde China se está lanzando, proponiendo avanzar hacia un mundo
multipolar, en el que las relaciones internacionales se planteen desde el
esquema Ganar-Ganar, de manera que se desarrolle un intercambio cultural,
social y comercial justo y equilibrado entre las naciones del Planeta en
beneficio de sus respectivos pueblos.
En este marco, podemos ver que China y
España deben buscar un marco de colaboración activa desde todos los ámbitos,
por ello también desde el ámbito chino debe acercarse a conocer la riqueza,
diversa y plural de nuestra sociedad en todos sus aspectos, desde el cultural
al político, pasando por el económico.
Desde el lado español, entiendo que la
clave está, en hacer ver a toda la sociedad la oportunidad que tiene nuestro
Pais, al plantearse su encaje en el citado proyecto de la Franja y la Ruta, que
hoy por hoy supone la mayor iniciativa de desarrollo económico y cultural que
se desarrolla en todo el Planeta.
Pero para hacer realidad esta
cooperación, es imprescindible que el Gobierno de España, entienda que hay que
resistir las presiones que desde la Administración Trump y en algunos ámbitos
de la propia España, se están realizando para poner todas las trabas posibles y
frenar cualquier proyecto que sociedades o empresas chinas quieran desarrollar
en España, en el objetivo de mantener aislada a China, entablando una guerra
comercial en el que todos perderemos.
De esta manera, España debe plantearse si se decide a
formar parte del grupo de países europeos con relaciones preferenciales con
China, o sigue supeditando su política exterior a lo que le “manden” desde
otros centros de decisión, para ello el Gobierno de España que salga de las elecciones
del próximo abril debe plantearse una estrategia, que agudice el ingenio y
sobre todo que aporte energía positiva para incorporarse a este gran proyecto
de alcance mundial.
Potenciar los vínculos económico-comerciales y
enfatizar el diálogo cultural, aprovechando el creciente interés por la
cultura española que se esta desarrollando en China, son los dos ejes
esenciales para que España se sume de modo activo a esta ruta internacional de
intercambio. Participar de esta arteria logística implica sumarse de inicio a
una gran transformación cultural y geoestratégica que prefigura la
integración de Eurasia.
China y España pueden jugar un papel
importante en mejorar las reglas internacionales cuando estás sean injustas y
desequilibradas, para conseguir el objetivo de que las Naciones Unidas jueguen
un papel mas activo en frenar la tensión y el militarismo que parece avanzar en
algunos lugares del Planeta y que puede poner en peligro el futuro de la
Humanidad.
En este sentido, España puede y debe
ser uno de los puentes para que la Ruta y la Franja, pase de Europa a la
América Latina, aprovechando que perteneciendo a la UE, al mismo tiempo,
compartimos lengua, historia y cultura con esta región del Planeta, que ya
cuenta con importantes actuaciones chinas, estamos, por tanto, en magníficas
condiciones para participar en este proyecto de cooperación comercial, social y
cultural
Al mismo tiempo estos momentos la iniciativa Una Franja y
una Ruta supone el reto de conectar la totalidad del planeta y aquí aparece la
necesidad de un desarrollo coordinado de las rutas terrestre y marítima en una
acción realmente global, cuestión que no se puede desligar de la necesidad de
desmilitarizar el mar, de recuperar el mar como vía de comunicación, de
contacto entre culturas y no zona de guerra.
De esta manera se abre la necesidad de conjugar las vías
terrestres y marítimas de esta iniciativa, de manera que se complementen en
función de como optimizar los recursos y dar respuesta a las necesidad de cada
Estado que se incluya en el proyecto de una Franja y Una Ruta, hay que
reconocer que en los últimos tiempos la vía marítima ha sido despreciada en
favor de la terrestre o a aérea, quizás sea el tiempo de volver la vista al mar
y redescubrir sus tremendas fortalezas como vía de comunicación y relación
entre Pueblos, claro que esta cuestión requeriría dedicar esfuerzos y recursos
a la investigación y el desarrollo de los medios de transporte y comunicación
marítimos.
De esta manera, el desarrollo de esta iniciativa también
sea una oportunidad para mejorar un medio de transporte que necesita
indudablemente una actualización para que sea competitivo, ágil y útil, la
esencia del proyecto del que estamos hablando es precisamente servir de
estimulo a la mejora de las relaciones entre Pueblos.
Por lo tanto, como se puede apreciar, estamos ante una gran oportunidad
que hay que saber aprovechar, porque
estamos en un momento histórico para dar un gran salto hacia delante en buscar
un marco internacional de cooperación, solidaridad entre todos los Estado del
Planeta, porque mucho se habla de China, y casi todo se refiere a su
economía, pero muy poco se dice de su papel en el concierto internacional, en
este sentido me refiero a la puesta en valor por el Presidente de China Xi Jinping
de los llamados Cinco Principios de la Coexistencia Pacifica, que se refieren
concretamente, al respeto mutuo de la soberanía e integridad territorial, la no
agresión mutua, la no intervención en los asuntos internacionales de otro Pais,
la igualdad en una cooperación de beneficio reciproco y la coexistencia
pacifica, y una resolución de los conflictos internacionales mediante la
negociación y el dialogo.
Por ello frente a quienes se empeñan en presentar a China
como un competidor peligroso, hay que dar una oportunidad a Xi Jinping cuando
proclama con total contundencia que China ama la paz, que busca la cooperación
pacifica como mejor camino para la mejora global de las condiciones de vida de
todos los Pueblos del Planeta.
El reto que tenemos en estos momentos quienes no nos
resignamos a la vuelta a la dinámica de Guerra Fría que parece pretender el
Presidente Trump y hacer oír nuestras voces y pasar a la ofensiva en defensa de
la Paz y la Solidaridad entre los Pueblos, y en este reto los cinco puntos de
Coexistencia pacifica son de gran importancia y merecen ser difundidos por todo
el planeta
ON SPANISH / CHINA RELATIONS
The relations
between Spain and China must start from both sides to become aware that we live
in a moment of history in which the failure of those who have wanted to build a
unipolar world on the principles and values of neoliberal capitalism is
becoming increasingly evident, based on what we could consider the axis of the
North Atlantic.
Spain and
Europe must be aware that the development of a world in which a Eurasian axis,
together with the emergence of the so-called BRISCh, is taking on the utmost
importance in the face of the construction of a multipolar world, is taking
place. that the relations between States are not of domain, but of ccooperation
In this sense it is imperative that the
European Union raises its future since independence, having a voice of its own
in the international concert. From defending this independence from the EU It
is a mistake for the EU to see the initiative of the strip and the route as a danger
and it is understood as an opportunity, not only from an economic point of
view, but also as a possibility to recover relations between Europe and Asia
that at other times in history (when they were not raised with an imperialist
vision) gave a great impulse to the development of humanity.
Therefore, the strip initiative and the route,
as we have already said, can mean an opportunity for social and economic
development for Europe that would leave its current dependence on the North
Atlantic framework to open up to the Eurasian space. In short, the challenge that
the EU has is to join with full role to an initiative that opens the door to a
new stage in the development of humanity and stop playing a secondary role of
submission, breaking with the forces that seek to maintain by force a stage of
humanity which is in decline
In this
situation the dilemma that we have to pose European peoples, and specifically
the Spanish, is if we actively defend that relations between States are placed
in this new logic, opening the way to the possibility of taking advantage of the
new momentum that a world more open, more diverse can contribute to the
economy, culture, social relations or on the contrary, we are on the defensive,
encouraging confrontation between peoples, in a way that can lead to the
destruction of the planet just as we know it today.
In the case of
Spain, this new framework is a great opportunity, as long as we are able to act
in a free manner, not subject to foreign interests, acting in the interests of
the majority of the People and not subjecting our policy to the interests of
those who intend to continue to maintain the wealth of the planet in the hands
of a minority.
Fortunately,
the times in which China was viewed from a colonial perspective, as a territory
where big speculative business is left behind, the work done by the Chinese
Embassy in Spain has contributed to a constant improvement of economic,
cultural relations and social relations between China and Spain and above all
to value the Chinese community in all its dimensions, from economic to social and
cultural.
Fortunately,
the results of this diplomatic work lead us to affirm that today Sino-Spanish
relations are at a good level and above all that they are in a position to
continue growing, provided that some issues that should be improved are resolved.
In this sense
the initiative One Strip and One Route has to be understood as an opportunity
to continue advancing in the approach between the two countries and to deepen
the knowledge of what is really happening in China, with the development of the
Reform and Opening policy that President Xi Jinpig and the Communist Party of
China are successfully applying.
In the
concrete it is important that we approach the initiative called "One Strip
and One Road", in favor of cultural, economic and social cooperation
between different cultures, economies and social realities, so that all peoples
win.
Having said
that, I think it is necessary to point out that the first issue that must be
taken into account when approaching cooperation with China is to start with the
utmost respect for its territorial integrity and the right of the People's
Republic of China to to organize its structure, economy, institutions, its
political life, as they understand that it is in the best interests of its
people, to abandon any attempt at political interference, abandoning any
vestige of colonial thought.
Leaving this
question clear, I come to suggest that it is time for the Government, the
Political Parties and the social and economic agents of the Spanish State, to
understand the need to collect the glove that is being launched from China,
proposing to move towards a multipolar world , in which international relations
arise from the Win-Win scheme, so that a fair, balanced cultural, social and
commercial exchange between the nations of the Planet is developed for the
benefit of their respective peoples.
In this
framework, we can see that China and Spain should seek a framework of active
collaboration from all areas, therefore also from the Chinese field must
approach to know the richness, diverse and plural of our society in all its
aspects, from the cultural to the politician, going through the economic one.
From the
Spanish side, I understand that the key is to make the whole society see the
opportunity that our country has, when considering its fit in the
aforementioned project of the Strip and the Route, which today is the largest
development initiative economic and cultural development that takes place
throughout the planet.
But to make
this cooperation a reality, it is essential that the Government of Spain
understands that we must resist the pressure from the Trump Administration and
in some areas of Spain itself, to put all the obstacles and stop any project
that Chinese companies or companies want develop in Spain, in the goal of
keeping China isolated, engaging in a trade war in which we will all lose.
In this way,
Spain must consider whether it decides to be part of the group of European
countries with preferential relations with China, or continues to subject its
foreign policy to what they "send" from other decision-making
centers, for this the Government of Spain come out of the elections next April
should consider a strategy that sharpens the ingenuity and above all that
provides positive energy to join this great project of global reach.
Encouraging
economic-commercial links and emphasizing cultural dialogue, taking advantage
of the growing interest in Spanish culture that is developing in China, are the
two essential axes for Spain to actively join this international exchange
route. Participating in this logistical artery implies joining in the beginning
a great cultural and geostrategic transformation that prefigures the
integration of Eurasia.
China and
Spain can play an important role in improving international rules when you are
unfair and unbalanced, to achieve the goal of the United Nations playing a more
active role in curbing the tension and militarism that seems to advance in some
parts of the planet and that can endanger the future of humanity.
In this sense,
Spain can and must be one of the bridges for the Route and the Strip to pass
from Europe to Latin America, taking advantage of the fact that belonging to
the EU, at the same time, we share language, history and culture with this
region of the Planeta, which already has important Chinese performances, we
are, therefore, in excellent conditions to participate in this project of
commercial, social and cultural cooperation
At the same
time these moments the initiative A Strip and a Route is the challenge of
connecting the entire planet and here appears the need for a coordinated
development of land and sea routes in a truly global action, a question that
can not be separated from the the need to demilitarize the sea, to recover the
sea as a means of communication, of contact between cultures and not a zone of
war.
This opens the
need to combine the land and maritime routes of this initiative, so that they
complement each other in terms of how to optimize resources and respond to the
needs of each State that is included in the project of a Strip and A Route, we
must recognize that in recent times the seaway has been despised in favor of
land or air, perhaps it is time to return to the sea and rediscover its
tremendous strengths as a means of communication and relationship between
peoples, of course this question would require dedicating efforts and resources
to the research and development of maritime transport and communication means.
In this way,
the development of this initiative is also an opportunity to improve a means of
transport that undoubtedly needs an update to be competitive, agile and useful,
the essence of the project we are talking about is precisely to encourage the
improvement of the relations between Peoples.
Therefore, as
can be seen, this is a great opportunity that we must take advantage of,
because we are in a historic moment to take a great leap forward in seeking an
international framework of cooperation, solidarity among all the State of the
Planet, because Much is talked about China, and almost everything refers to its
economy, but very little is said of its role in the international concert, in
this sense I mean the enhancement by the President of China Xi Jinping of the
so-called Five Principles of the Peaceful Coexistence, which refer specifically
to mutual respect for sovereignty and territorial integrity, mutual
non-aggression, non-intervention in the international affairs of another
country, equality in a reciprocal benefit cooperation and peaceful coexistence,
and a resolution of international conflicts through negotiation and dialogue.
Therefore, in
front of those who insist on presenting China as a dangerous competitor, Xi
Jinping must be given an opportunity when she proclaims with total force that
China loves peace, which seeks peaceful cooperation as the best way to improve
global conditions. of life of all the Peoples of the Planet.
The challenge
we have at the moment, those of us who do not resign ourselves to the return to
the Cold War dynamics that President Trump seems to intend to make our voices
heard and go on the offensive in defense of Peace and Solidarity among the
Peoples, and in this challenge the five points of peaceful coexistence are of
great importance and deserve to be spread all over the planet
